I had a requirement to add a link to the OBIEE Login page. This hyperlink points to an app for resetting password in this particular case. Here is how it's done:
In the utilmessages.xml in
OracleBI\web\msgdb\l_en\messages
Locate the tag
"kmsgNQuireLegalCopyright"add the link below the text as illustrated in the picture
Restart your BI server and Presentation server :
